When I purchase a licence for my store, can I also installit on my home PC
for development?

You can use EM on one pc to download orders and on another to generate the site. I believe you can use the "flower" demo site to play with (it will not accept orders of course) Unfortunately creating another site for experemental development with only a single licence is no longer possible after the 30 day limit.
