Opt-in Opt-out mailing lists

Hello,

With the Australian Spam Act now in effect;
Does anyone know of a good Aussie opt-in; opt-out mailing list?

I'm looking for one that actually has the graphic feature when you sign up (to stop spammers) and with a 2 step confirmation -sign up then respond to email b4 joining; and one that allows you to export the addresses (backup).

Any other users who manage their own list via database or outlook?
