Promotions & Promotion Codes - Are they supported?

At the moment I am offering my customers a 7% discount for purchases under $100, and 12% discount when they purchase more than $100. The system only allows me to have one discount. Is there any way to have the two promotional discouts operational?

Is it possible to have a 'Promotional code' that customers can enter at the checkout which will, for example, give the customer free delivery?
