Restricting countries

After having had a VERY bad experience selling products overseas, I focus now only on Australia, New Zealand, USA, Canada and UK. Shipping products to New Zealand is not as expensive as shipping into the other markets especially cause we have an office there. It would be nice to have another tab other than "domestic" and "international" which would not only show GST or Non-GST but also allow us to change our shipping prices.

In addition to this, I would ideally like an ability to restrict what countries can purchase products from my site. If the customer's country is NOT on a list then I want to abort the shopping process and not proceed any further. This should be on a product by product basis or at least by product category.
