Special discounts for Government & Education

We offer special pricing for education and government customers. Many shopping sites offer "Promotional Codes" which can be entered which apply certain discounts. I would like to have this kind of capability so we can offer promotions for special groups of customers or for 'on the fly' promotions with the type of discount (percent or fixed amount) being calculated based on the rules associated with the promotional code.
Is this possible?
