mouse over button text colour

I am creating my own theme using a template (16) but the overlaying text for the buttons is grey/white and I need to change them to another colour. What file contains the colour for this text?

This is controlled by the settings.ini file in the theme 16 foler. BUT (always a but isnt there)

You are restricted to the 256 colour pallete of the image. So if you pick a colour thats not in the pallete of the image (the on/off button image) then ezimerhcant will pick a colour for you that it thinks is close.
